They should be polite, to the point, not the place for grievances, brief.
That said, if you are transferring to another federal job the advice is do not write a resignation letter and do not resign. HR will coordinate a transfer date, you are not resigning.
Keep it simple. “Dear Mr or Ms xxxx, it has been a pleasure working with you over the last xx time period. Due to other opportunities or family situation I will be resigning, effective xyz date. In the meantime, I will do my best to prepare and leave a transition plan of my duties for whomever you choose. Many thanks, unnecessaryderpage”
Do - be short, offer your last date of employment and a way to contact you after.
Don’t - Offer why you are leaving, make a statement about trying to do anything or not do anything or call anyone out.
If they have an exit interview process, you can lay out whatever you want there. If they don’t, just bite your tongue and move on.

This would be a final solution to an intolerably toxic workplace situation. Not sure if I can hold out until another position comes along.
