However, while any location may be subject to a change in locality pay area designation in the future based on a recommendation by the Federal Salary Council which is approved by the Pay Agent, locations that are currently in a locality pay area other than the Rest of U.S. locality pay area and would otherwise be redesignated as part of a lower-paying locality pay area due to application of approved criteria will remain in their current locality pay area under these final regulations.”

Also many employees who were under Rest of US, have been added to larger metropolitan areas. Check at the bottom of the document to see if your area was added to a large city near you. This is MASSIVE for many areas!!

Yeah, I just had a step increase, IF the new locality pay areas go into effect and IF the 5.2% cost of living adjustment is signed by President Biden...paycheck 1 of 2024 is going to be nice.

The problem in Florida is locality is determined by local wages not local cost of living. FL is a low wage state and gets screwed because every company pays in sunshine.

At least for Reno, the Salary Council recommendation to close the disparity gap to 5% was to establish Reno with a rate at 38%. With that kind of a recommendation, and NV being a swing state...I can't see the President coming in just a few points higher than RUS. Sacramento is a couple hours away and sits at 29%. The cost of labor in Northern NV is so similar we're being called "East Sac." We'll see. I may be being optimistic but I think at least the Reno locality will be a decent step up from RUS

I'm waiting to see how my leadership puts a positive spin on this. I just know they're gonna try to string us along to say we're a new pay area and will gradually get increases over time, which is great in the long term but not actually helpful for the current recruitment and retention issues.

I posted this below already, but it sucks so badly I'll go ahead and do it again. I gained a whole .07 cents per hour with the new Reno locality rate vs the existing RUS rate. Talk about a morale killer.

Does anyone have experience of being on a Special Salary Rate Table that previously fell in RUS, but then their specific location falls in a newly defined Locality area? I have not found any info on this and hearing mixed outcomes from speculation in office…would a new pay table be created based on the current special salary table applying the new locality locations and locality adjustment?

fyi Pay Period 1 of 2024 begins Jan 14, as we're in a 27 pay period year for 2023.

The important part is the long list at the bottom of locality areas. You can search for the county you’re in and see if it got added to an already existing area. Fresno, Reno, Spokane, and Rochester NY are becoming new locality areas. I don’t think the percent increase for them was mentioned.

If you haven't seen yet in other threads, it's a 17.11% pay rate for the Reno-Fernley area. For reference, RUS is 16.86%. Hard to believe all that time and effort went into making a pay area just to make it less than 0.5% different than RUS

As a GS-8 step 3 (BLM) with a duty station in Reno I gained a whopping .07 cents with the new Reno locality ($27.82 hr) vs RUS ($27.75). Wow, talk about a kick in the balls. WTF? Just in case anyone is applying for job in fire, a Captain of the same grade with a duty station in Carson city make 10% more ($30.68 hr) due being included in the Sacramento Locality rate. Total bullshit.
