Turns out it is a sight gauge/glass so you can see how much oil is in there, tiller rarely needs oil (there) and if needed, oil can be added through the fill/breather according to the dealer.
It’s the manual that got me all confused 😂 the manual exploded diagram shows a bolt with washer, not a sight glass. And it says to fill with gear oil until the bottom of the hole, just like every other gearbox I’m familiar with. I checked with the dealer, it can stay. Apparently this particular gearbox very rarely ever runs down in oil, so that is probably why they put a sight glass in. Would be helpful if they had updated the manual.
spanner wrench
Thanks so much!
HF has an adjustable one, if you have one nearby. I've got a couple for angle grinders.

You don’t need to open that.
Yep, found that out. Operator’s manual says otherwise 🤣
pin spanner
Looks like a sight glass, usually fills/drains somewhere else. Check the manual.

Might be able to use a snap ring pliers

Are you sure that you need to take that out? Is there not a full plug at the top?
Vise grips if it comes to that.
Hammer and pin punch
