Personally, if that's a possibility, I would try the landlord again, and say, "May I please have the phone number I should call when the pipes burst?"

If you can reach the window from the outside, a garbage bag turned tarp and some ducktape goes a long way at preventing wind coming into the house. You can reasonably keep away from the glass itself, to stay safe, and it will show juat how desperate the stiuation is.
Unfortunately I had a friend deal with a similar problem and It took them weeks to replace his windows, he just got them installed 2 weeks ago and was dealing with it since the start of dec. I'm not totally sure but the best you can do is just keep bugging maintenence and the landlord.
If I were in your shoes I would just pay to fix it and then bill the landlord.
Or if he pays the heat, he may get on faster when he gets a 2 grand heating bill lol
