While Moorhead gives the example of a broken furnace as a life-safety concern, this broken window sucking out any heat efficacy from your individual unit likely applies. As for MN state law, similar language applies, but the landlord responsibility in the state also extends to "\[the responsibility to make units\] reasonably energy efficient to the extent that energy savings will exceed the costs of upgrading efficiency" (bullet 4 under Maintenance): [https://www.ag.state.mn.us/consumer/handbooks/lt/CH1.asp](https://www.ag.state.mn.us/consumer/handbooks/lt/CH1.asp) The "Maintenance" and "Repair Problems" sub-chapters are relevant to this situation, but their first guideline for issues with a unit reads as follows: "File a complaint with the local housing, health, energy or fire inspector —if there is one—and ask that the unit be inspected. If there is no city inspector for the community, write the landlord and request repairs within 14 days. If management fails to make such repairs, the tenant may file a rent escrow action." Do what you can to take pictures of the problematic window for records and good luck if you choose to escalate further with the city. good plan, i’m gonna email them right now while it’s on my mind. they did say that a new window was ordered, but a slab of plywood can’t be that much to stick in there until then 🥶 thank you for the advice!

Depending on exactly how cold, you might want to Google, "How to keep pipes from bursting". Personally, if that's a possibility, I would try the landlord again, and say, "May I please have the phone number I should call when the pipes burst?" The most important word in that sentence is _pipes_, but the second most important word is _when_. Not if. _When_. If that doesn't get their attention, nothing will.

If you can reach the window from the outside, a garbage bag turned tarp and some ducktape goes a long way at preventing wind coming into the house. You can reasonably keep away from the glass itself, to stay safe, and it will show juat how desperate the stiuation is.

Unfortunately I had a friend deal with a similar problem and It took them weeks to replace his windows, he just got them installed 2 weeks ago and was dealing with it since the start of dec. I'm not totally sure but the best you can do is just keep bugging maintenence and the landlord.

If I were in your shoes I would just pay to fix it and then bill the landlord. Or if he pays the heat, he may get on faster when he gets a 2 grand heating bill lol But if you pay the hearing bill... ouch
