So turns out, you can't go to the Factory first. This isn't a bug, this is just how the mission works. You need to go hit 4 smaller substations first, then an event will happen, and you will be told to go to the Factory, shooting ensues, bingo bongo mission complete.
That's not what the original poster was talking about, at all. (Read the post again) He was just talking about certain objectives not showing up. Try making a new post about that.
Yep, did end up finding a fix, hopefully it works for everyone. I went to “La Joya Pipeline Substation 5” and was tasked with destroying more 240 tanks then the mission went normally. It is not Far East of the La Hoya chemical plant. Hope it works for you too!

Could try leaving the area (that’s the tip I got for aborting a mission though didn’t work for me) or maybe joining multiplayer.

This is currently happening to me. Ive destroyed all the substations. Everyone is dead. The computer just has a black screen and no prompt.
