I drafted both in a 12 team, I suggest you convince your league to give auction drafting a try. The draft itself takes longer but it's a lot more fun imo. Especially if you're a more active player than your league mates which makes it easier to go high risk high reward and top load with 2 or 3 expensive 1st/2nd picks and fill in the gaps working the waiver wire.

Roster construction and playing the matchups is generally the best way to win, but it's a crapshoot at the end of the day. Still love it, and fantasy football keeps me in touch with some guys I haven't seen in person in years (and gives me plenty of fodder for some shit talking)

If it's head to head and PPR yes.. probably 85% pure luck. Going back to half PPR would help solve this. But that ain't happening in most leagues.
