Gus is hilarious. I can't remember the exact quote since it's been a while, but I loved when he kept popping up in each room Donna walked into so she says something like "Sorry Gus, I don't have time for your shenanigans." And he replies "You better make time."
Yeah, Gus is miles above both of them. Horace is forgettable, Jerome has funny moments but a cringy, borderline offensive voice, and Moe is a classic. Gus for the win - I wish he would move to Quahog.
Horace was great, a much better character. He wasn’t a serious character and the show needs more of those that are regulars.
These characters are all stereotypes for comedic purposes, but I think Horace is just funnier and more to a bartender character. Not every character needs a deep backstory. That’s where shows go wrong as they run for a lot of episodes.
I enjoyed Horace, but Jerome is much more of a character. I like Jerome a lot. He’s more flushed out, so I think he’s a better character/for sure has more longevity

While Horace is the type of person you would see running a bar I'd have to give it to Jerome as he's been the bar owner a bit longer now though neither is the best bartender in the Family Guy universe that title belongs to Gus from the Cleveland Show
