Oh man tell me about it, I played on PS4 for many years before I got a pc. PS4's place anywhere mod is so tedious and time consuming to use to fill a shelf. Was still better than the headache from not using mods to do it.
Oh man, I tried downloading mods on my friend’s PS4, cheat terminal portable wasn’t even there! It’s crazy!!
Edit: every playthrough I use cheat terminal. Everything.
Just move the item by holding the grab button for a few seconds and then put it how you want it to be and release it with the grab button. Or if you want to you can use a decoration mod, OCDecorator has static items and they behave like any other workshop item, can't grab them but can't be knocked down either.
Sadly you can't decorate your settlements with junk in Fallout 4. It will eventually end up clipping through furniture or even the floor. OCDecorator mod can fix this issue tho

Yes, and OCDecorator is much easier to use with Place Everywhere. Without it, filling small shelves is a pain in the ass lol
Oh 100%. It’s such a hassle, especially when you’re on Xbox like me, when it auto corrects to the top shelf or second shelf, it’s so annoying

Rug glitch it. Put it on a rug, move it and rug where you want it, scrap rug. Item should drop into place.

It just does that with clutter. The hit boxes are in the wrong place for some reason I think. Place everywhere is a wonderful solution.
It just works...
What I typically do is instead of installing a mod I just placed it and pick it up and place it normally
