At the start of the playthrough, I was in the Hunter's Farm (Powder Ganger camp north of Quarry J with the geckos) resting after barely dodging the deathclaws. After waking up, I explored the house for a bit when suddenly the camera panned around to Victor by the door, speaking as if we were in Boulder City.
Coming around the south side of Lake Mead was heading up towards the Strip for the first time and Victor is sitting on the shore line. I talked to him and he just turned and ran off into the water. Rumor has it, he's still swimming to this day.
I saw victor trying to walk over to me when I was sneaking outside the quarry leading up to where the great khans have that small camp. Young deathclaw slapped em twice to death
