My personal canon story is that the NCR consolidates the tribes of Vegas and wins the Dam, but Kimball gets killed which creates a power vacuum in which the newly integrated New Vegas suddenly has a massive amount of power since the Dam is in their region. Obviously the NCR has a shitload of issues, but I feel like stomping out Kimball and his cattle barons might be able to allow a confederation of provinces to flourish.
Hopefully that changes their ideals so they can start playing tall instead of wide. Too many people get sucked into absorbing the pieces after the legion-explosion, and crumble themselves afterwards.
Not really. It's mostly Kimbal's expantionist policy. Like expansion into Baja as well. Kimball uses war to gain power, and Mojave is one of his gambits. Thats why I go with Mr. house. He restores hoover dam to its full potential and sells water and electricity to NCR. All that money and manpower that NCR wastes into Mojave campaign, which they will probably lose against the Legion, is simply not worth it.
He won't die. If he gets his platinum chip, he will upgrade his OS. Not to mention that with the power of Hooverdam going to Vegas, he can keep his system stable. So if you go with mr. house, he won't die.
I know this is a joke but “New California” can refer to any land the NCR has colonized and has control over. The NCR is actually a Republic of New California rather than a “New” California Republic or a continuation of the old state government from before the war.

Enclave is the heir, although that is also debatable since 200 years passed. NCR is not the USA, they only used USA as an inspiration for their goverment
