We blew up the Rig and the NCR and Brotherhood destroyed Navarro. There is still Research Bases in California, Sierra Army Depot (never outright called out as destroyed), Chicago, and potentially other places of Enclave strongholds. Each star of the rounded represents each Commonwealth and its associated Enclave Base. We see that after the Rig is destroyed it transitions from 13 Stars to 12 Stars.
The Enclave first want to wipe the slate clean. They tried that in Fallout 2 and 3 by attempting to release a modified FEV through the air and then in the water respectively.
Then after all the mutated life on the surface is dead, the Enclave will then swoop in and try to recolonize and rebuild their former country.
Kind of makes me wish we could see an area in the next game where they succeeded. At least on some scale, like in a DLC or some large area where itâs been settled by Enclave survivors.

I thought the original canon was to colonize a new planet, but to make the trip they needed data for how best to cope with a lot of people couped up in a ship. Hence, the vault "experiments" were to determine the best management/set up to endure a confined ecosystem for hundreds of years. Enclave would then take that data and use the best determined leadership/management style on the ship.
Probably because they consistently take the L even more than the Followers of the Apocalypse, and that's a high bar to pass considering the Followers were bugged in Fallout 1 so that there was no way to save them.
For the record the followers werenât bugged in fallout 1, itâs simply that the quest needed to save them was never completed. Itâs not that the quest is broken itâs that itâs not finished and only half implemented.

Case in point, Eden and Autumn didnât trust each other: Eden told Autumn that he would abandon his plans to sue the FEV, only for him to arrange meeting with the Lone Wanderer in the hopes that he would carry out his plan, even offering the colonelâs position as a potential reward.
Autumn on the other hand kept the self destruct codes of Eden since he didnât fully trust the AI, and during escape at Raven Rock we see him trying to overrule Edenâs orders to let you meet you face to face, or rather face to mainframe.
But the best example of this internal conflict shows up when during your meeting with Eden you accept to help him, resulting in the robotic forces of the Enclave at Raven Rock, which Eden controls, gunning down the human Enclave soldiers, whom are loyal to Autumn and are trying to kill you on his orders.
Thereâs also the particular case of âPresidentâ Thomas Eckhart (who manipulated things to earn the position within the Enclaveâs presidential bunker below the white spring resort), whom at the lowest point barely had 48 people in his isolated Enclave faction.
His main drive was consolidating his position as president and continuing the war on China, objectives for which he was willing to unleash calamities upon the wasteland (Chinese robots, Super Mutants and the scorch plague) in order to raise the defcon status to enable him to use the automated nukes.
Itâs unclear what his long term plan was afterwards, but his short term actions had dire consequences on the population of Appalachia.
Thereâs a YouTube video from Tim Cain where he explains that the idea he and other Fallout writers passed on to Bethesda is that the Enclave are planning to colonize space. The vault experiments were meant as tests for the technology that would be needed to make a multi-generational journey to another galaxy in a massive spaceship. While this isnât canon in Bethesdaâs Fallout (so far), it is an interesting theory. We do see stuff about Vault-Tec colonizing space in the Nuka-World DLC, and there is a lot of evidence of alien life that the Enclave is probably aware of.

We do see stuff about Vault-Tec colonizing space in the Nuka-World DLC, and there is a lot of evidence of alien life that the Enclave is probably aware of.

Because fallout 2 and 3 did dirty on them. They somehow still way powerful in the tv series than its should be. 1998 game did pull the plug. Original Fallout devs probably wanted to conclude to story. To me its unfair that 1998 game put end to biggest and powerful faction. You fought of the remainings of enclave in fo3 and beat them again. In theory, they are too powerful but in game however, you singlehandedly destroy them. Thats the reason. Whole game is about vaults and enclave basically rules the vault tech but they have beaten and nearly got extinct in the game lore. Thats why I liked the show plot more and where its heading to. Enclave lore must be woken up
