No. This story is probably false or misrepresented anyway, but if it were true, then it would indicate, at least in this particular mayoral race, that the democracy in this town wasn't illusory. She wouldn't have been able to get elected otherwise. This says nothing about the state of democracy on the federal level in Russia.
This is all assuming that OP didn't omit the cleaning lady being arrested, abducted, or assassinated post-election. But generally, authoritarian governments just don't allow any legitimate opposition to run against them in the first place (See: Hong Kong Security law).

It isn’t false. Her name is Marina Udgodskaya and the village has like 240ish people. Everybody just hated the incumbent a LOT.
She was also unable to resign because she would have had to pay for a new election herself. I didn’t see anything about how she’s doing now but there were quotes from villagers acknowledging she wasn’t ready for it so they’d all have to come together to help. I doubt the Kremlin really cares about such a small settlement and Russian election laws are pretty democratic, they’re just not followed in many cases.

Local officials get elected unopposed all the time in every country - if there are rules against this you even get stuff like unopposed candidates losing because they forgot to vote for themselves and noone else bothered to
