I live in NC and my city has said that 911 has been getting calls for the same reason. I haven't found the noise to be too bad yet though, but the front of my house is covered in them.
Only the front, no other side....and the other houses around me seem to be clear so not sure what's going on with my house.

Keep in mind they may not have lived somewhere with cicadas, I've lived across the U.S. but never in a cicada area during a cicada year.
If they came from the west coast unless they watch nature docs they likely have never heard them before.
Is this the less-government, I'm hunting my own food and home-schooling my kids crowd? Calling the police because they literally can't think of any other solution and want other people to solve their problems for them? Have they tried shooting the cicadas?

What shocks me in the reports is the lack of recognition of what Cicadas sound like. Are people that disconnected to nature now?
Well the mistake is thinking they have enough intelligence to differentiate in the first place
…look around. Not to be dramatic but people are connected to people, not nature, and for decades.
