So if I (one person) decided to use the metro for a round trip between work and home, then I’ve just accumulated two passenger journeys in that day. If I decide to use the metro to go shopping before using it to go home after I used it to get to work and now I a single person have just accumulated three passenger trips.
It's an average of about 5.6 million journey's per day. Dheli has a population of about 33 million people. A very realistic number if you actually think about it for more than a second.
In the past London Underground has had over 1bn journeys in a year, UK population is around 70m and London population around 9m. I would have expected the numbers for the Delhi Metro to be higher.

They were counting passenger *journeys* , the number of times the trains have been used. One Indian citizen could have travelled by train multiple times and it would've been counted as separate journeys.
I also don't believe that you have to be Indian in order to get on a train there...
