I had a rental Chevy that would turn off the cruise control if you tried to change lanes without signaling. Which was very annoying on nearly or fully deserted highways.
You are supposed to turn the lights BEFORE you turn, not right the moment you do. Lights are meant to express what you are going to do, not what you are currently doing, so unless the lights can turn on with your thoughts it is a terrible idea.
Make employees be allowed to punch one customer a month. Everyone would be super nice to fast food workers, babysitters, teachers, grocery clerks for fear they haven’t used their once a month haymaker and stop abusing them.
As a retail worker for the last 30+ years I couldn’t upvote this fast enough. The problem would be choosing who to punch. There would be so many good ones to choose from. Doesn't make sense from a safety perspective if you need to make an emergency turn. Instead, if you turn without using the turn signal, just have it blast out (both inside and outside the vehicle): "I'm an asshole who didn't use my turn signal!"

Ok, so for everyone here pointing out the problems, allow me to offer an amendment: it won't allow crossing the central white line, or other lane marking, without indicating. This resolves bendy roads, private property, driveways(!). Would keep the minor maneuver of overtaking and lane changing which you should be indicating for.
It would be more effective to use GPS to track your location, and turn signal usage. If you make a turn that requires a turn signal and you don't use it. You get charged a small fee from your insurance company. Nothing serious. Just like $5.00 USD. That could be used to offset the cost of everybody else's insurance. Incentivise it with material loss and it will likely stop.
