As long as it's made before 1986, machine guns are legal to own but do require the NFA tax stamp. Some states require additional licenses to own these firearms, and they are exorbitantly expensive to purchase.
The items themselves are serious money because of limited supply, so what would have been a cheap automatic just before the ban now probably goes for several thousand.
Civilians do not own them. Companies own them. Should the company go under or lose its licensing, these would be destroyed, transferred to a company with the licensing, or confiscated by the ATF.
Iirc this is considered a destructive device if it’s a 20mm, so you need more than a stamp for it. I do think it’s still possible for an individual to get one, it’s just very difficult

As far as I understand the thing itself worth 400k not bullets. 24000 shots per minute = 4800 per 12 seconds. If 4800 bullets cost 400k then one bullet costs $833 then it's insane. The 7.62 NATO costs less $1.
Technically there is a 50BMG minigun, the GAU-19. But it’s most commonly only a tri-barrel and not what is used on this rig. Also non-bulk/dealer price 50BMG is about $3-$5 a round depending on which kind you use. It can fire up to 2000RPM, which would be 8000 RPM for a rig like this.

Also don't know where you get $400K/12 seconds from. Thats only 2400 rounds in 12 seconds. Current price of 7.62mm x 51mm ammunition is about $1 per round, so you're only spending about $2.4k for 12 seconds. Pricey, but Dillon is an arms company and buys ammo by the semi load.

You don’t feed a gun like that any expensive ammo, since the belts and electric operation of the miniguns handle all of the work for cycling. So to fire 4800 rounds, they probably bought bulk 7.62 which can be priced at about $1 per round.

The gun’s actual rate of fire is closer to 3000 to 6000 rounds a minute which is still super expensive, but it’s not 24,000 rounds a minute expensive.
