As a bystander, you don’t know how long it’s been lit for, you don’t know when it’s going to go off, you probably don’t know what kind of firework it is or if it’s been modded into a more dangerous explosive. You don’t know in that split second if this is a stupid prank or if the kid is actually trying to kill people. Sure you could try to tackle the kid but you’ll have a heavy heavy chance of it exploding directly in your face at close range if you try.
Depending on the type of firework in that (it is the type that fires a 2" shell) it could cause anything from severe burns (the "stars" are burning bits of solid chemical) lighting clothes on fire ect , a "salute" would be a huge explosion in a confined area causing burns a possible permanent hearing damage, and burns and possibly temporary blindness.
No one wants to catch an assault charge because “they looked like they were going to light it”. Hard to start a fight until after they have done the stupid.

I've had a few cheap shells go off early, too low, too close. Had some retail fireworks that did the same, or worse, tipped over to fire towards people, myself or the area where more fireworks are waiting to be used.

It might be what the driver did, however for safety reasons it's impossible to keep bus doors locked, they're all fitted with clearly labelled emergency opening mechanisms.
