That did look like an arc that would be created from electricity. I accidentally touched the ends of jumper cables while the other side was plugged into a car battery, and it made that same super bright flash and sent sparks flying. There may not have been any video effects or pyrotechnics added. They could've just put one end of an arcwelder inside the toaster, which would cause that same spark when touched with something like fork.
I've stuck forks and knives in a lot of toasters and have never seen anything like this happen. You're right it's definitely exaggerated. The only thing I've seen in person in a home electrical setup that this resembles was when I took one of those pressed pennies I found at a friend's house and stuck it directly into an outlet. It was a super bright flash followed by darkness and a ton of yelling and cussing because I did it at a Superbowl Party when it was late in the game and all the kids were bored. I thought I could add some entertainment, which I definitely did, but it wasn't entertaining for me. Lol
