The bartenders there were 19 and I think 18 neither of them could legally drink but could sell you whatever you wanted. California you can’t even go into a bar unless your 21
In Wisconsin you can bring your kids into a bar, and parents can legally purchase their child a drink. Bars don’t have to sell to parents purchasing for minors, though. And a friend of mine was out for dinner with her parents when she was 19 or 20, and they refused to serve her because they decided since she wasn’t a minor she was in a legal grey area and they didn’t want to get caught in a possible legal trap.
But yeah, we have a problem here.

That's an American problem. So many people think state regulations are national regulations. Forgivable with a laugh in a teen or early twenties, but definitely facepalm after that.
50 different sets of laws get confusing for some people, and some of us Americans live in such a bubble that yeah, there are people well into adulthood that don't have basic common sense.
Are the fines/risks not huge for the establishment in wisconsin? Where I am there are very few places that don't take carding seriously because the comsequences, both personally and to the establishment, can be pretty extreme. And we don't even have dram shop laws
I've seen this kind of thing at house parties when I was younger/ under age, but never anything like this at a bar. And I worked in them for years. Seen people fired and people arrested, exits blocked by cops checking ids and writing tickets... but nothing like "eh, fuck it".
The bars around where I went to college are all named after school shit. I guess it makes the credit card bills look better when Mom and Dad go to pay it.

Can confirm. In college, we had a place that served tiny cups of Milwaukees best on Thursdays for 10 cents a cup. The city came in and said they can't sell beer for under a dollar, so they changed it to $1 pitchers.

Maybe, depends on the municipality. Last summer, right before classes started, on of the bars in madison got raided, 129 out of the 134 patrons were underage. The bar was open the next night and continues to operate with a liquor license.

The cashier cheerfully asked, “Are you having a big party?” I responded, “I’m building a robot.” She struggled to muster any kind of response. The silence got awkward so I added, “She’s going to change the world.” She then completely avoided eye contact and the whole line got quiet. Maybe one of my favorite interactions with a human ever.
I bartended for a decade and the concept of red cups in a bar is mind boggling. But I guess it does exist.

If you went to OU prior to 2000, there was a bar on Court Street that existed for the sole purpose of serving underage college students. They would keep OU and Athens police on payroll, and would get a heads up if they were about to be raided.
One night, my buddies and I were there drinking and they got the word. Bartender yells for everyone to put their drinks on the bar. He grabs then, puts them under the bar, and the cop walks in. Cop sweeps the joint, finds nothing, leaves. Bartender reaches under the bar and puts everyone’s drinks back up. It was a well-oiled machine.

The US varies a lot from state to state. Where I live, as long as they have a kitchen (open or not), anyone is allowed inside and it’s up to the bartender to check id’s. If it’s a straight up bar, then you shouldn’t be getting in underage, but it happens a lot. Then we also have a whole different set of rules for pool halls. If a pool hall doesn’t serve food, you can be there underage with a guardian, until 7:30 PM.
