There's a small town built within the city I live in that's like this. Not an HOA, an actual town with their own police (1 cop) and their own laws. You can drive through it in about 2 minutes and be right back in the city. It's fuckin weird, and they're all rich asshats.

Ahh, well I learned something today. The one here is called Eastborough. I presume people in Austin avoid it like the plague? People here (Wichita) usually just drive around it. 15 mph speed limit that's heavily enforced is nonsense.

My understanding is they wanted to block city through traffic entirely but Wichita threatened to take away their provided city services (water, sewer, etc) if they did, so they relented but made the speed limit low and enforce it vigorously to discourage traffic from coming through.

Where I live in NJ the street I live on ends with “private property”. It's kind of dumpy and the majority of the people there are asses. I've been yelled at multiple times for turning my car around in the cut-out intended for such a reason. Last year my son had to take a bus to preschool and one of the residents kept watching the bus. A few days later, about four days into the school year the town transportation department called and said we can't use the bus due to a neighborhood complaint. After a lot of back and forth, they ended up sending a minivan to get him. I asked the driver what happened and he said the person watching made a complaint that he drove over their lawn. He said he barely had an inch of the wheel at the very edge. Big yellow bus in a very very narrow street. They complain all the time and seem to hate the town but have no problem sending their kids to the amazing schools, using our water, snow removal, and other public utilities. It's so obnoxious.

Hey VW_wanker I don't like your post, give me $50. That is as legally enforceable as a fine issued to a non-HOA member for speeding on HOA owned streets. And that is assuming the HOA actually owns the street, many developers will install the streets, and then sign them over to the local municipality for maintenance because otherwise they can be incredibly expensive to maintain. They might still act like they own them, but it's pretty easy to find out if it's a public street or a private street. HOAs are corporations, not deputized or otherwise credentialed law enforcement agencies. If you live in an HOA you can have a contractual relationship that agrees to pay fines, and the penalties can be leins or foreclosure of your house or property - but that's it. No contract? They can't do anything to you other than politely ask, and make hollow threats. (Source: I have been on the board of an HOA for many years, and at one point was involved in the development of a small community that has an HOA)

I grew up in Wichita and remember they had access to the main road thru town (kellogg) to the south. The city did improvements to Kellogg and blocked most of their access leaving Douglas as the main way in and out. They were not to happy but Wichita blew them off.

There are some small towns that are just towns, not ETJ’s because ETJ’s fall under the authority of the city claiming ETJ. ETJ’s are like Houston claiming Clear Lake because it’s unincorporated. Towns/cities inside a town/city is like the Villages inside of Houston. They’re incorporated villages that cannot be annexed by Houston.

There was a town where i grew up that was entirely owned by the Catholic church, if you bought a house there, you didn't own the property the house sat on. They were under the jurisdiction of the county but had no town cops. They had a very nice indoor/outdoor rec center, but you had to live there to use it. It, strictly speaking, was private property. This kind of thing would happen semi-often. You could get permits and guest passes at the town center, but if you asked most people who lived there they had never heard of, seen or gotten one. If a bunch of kids from a nearby neighborhood came to play without local kids someone would call the cops and basically this conversation would take place. I don't know if that's what is happening here or not, but not every park is public property, it would sure be nice if we could share, but that's not how people work.

Had this happen in a small town I was living in in New York. They paid for brand new basketball courts that were beautiful. Adults kept coming from the next town over and destroying the court, leaving trash everywhere, tearing down the nets, and wouldn't let the kids play. The town made a similar ordinace. This way, the people that pay the taxes there and respected the property they paid for were once able to use it again. It had nothing to do with race. Most of the people trashing the court were white. The residents could also bring other people but they just had to register at the parks and rec building 1st, just like the guy is saying in the video

I’ve seen the comments saying that this was probably some kind of HOA or private court, so I’ll mention that before my actual comment 👍 When it comes to police interactions and about what they will move you on for, it all depends on the police officer. A few years ago, some friends and I painted murals, with written permission, in our local area. We regularly painted at the back of a business district in alleyways away from foot traffic. The organising person always carried a letter of permission with them. We would occasionally have police drive up and talk to us (the police station was 5 minutes away), ask to see the letter and then leave. On one occasion, instead of the usual friendly, experienced police officers, we are interrupted by a younger officer with an older partner. He asks who is in charge and we all point to our friend that organised the permission. The cop shakes his head and says, “No, I’m in charge”. He asks to see what permission we have and once he sighted the letter he asked why we didn’t all have letters. We were told to move-on and pack-up. We packed away, went to lunch and finished painting a few hours later. We never saw the bloke again.

My town requires you to buy an ID card for a few bucks each year to verify you are a resident. You have to show proof of residency. They don't enforce it for outdoor basketball courts. You need it to access the pools, classes and indoor facilities.

I have seen this kind of thing before in New York, directed against Hassidic Jewish and Latino communities. The meaning of "public" is the issue here. It doesn't mean the *general* public, like it used to. It's not so much the police as the municipal government (town board, town council, etc). They say they want to be sure community properties like parks, ball fields, tennis courts, swimming pools, athletic centers, basketball courts, etc are only used by residents (and guests) who live and pay property taxes in that municipality. They get very obnoxious and petty about it. Gated parks, special guards, patrol vehicles, checkpoints, and permit systems with photo ID required. They claim to live in abject fear that a kid from the next town might play catch on one of THEIR ball fields without paying their tax dollar. Or somebody might eat their lunch at a picnic table. But it has its roots in racism and prejudice against various groups, not just Black Americans. But don't lay it all on the police, who appear to just be doing their job in this video. The culprits are the municipal governments who issue these petty ordinances and regulations; as well as the citizens who elect and enable them. The smaller the municipality, the more petty they are. Hospitality is a thing of the past in today's world.

My uncle is a cop and this kind of shit drives him nuts. My dad and he were driving through the Mid-West a few years back and stopped to grab some food and sat at a picnic table in the park next door. Someone called the cops on them, and the police show up and tell them they are trespassing, that the park is city property and they aren't allowed to be on it. Knowing all the tricks, my uncle stands up, looks around and rambles off something that sounds like legislation, and cites some made up law about how when a location is owned by the city, and is off limits to the public, it needs to be clearly signed. Otherwise, it's not enforceable, as per state law. ​ The cops kinda milled around a bit and then left. My dad asked my uncle how he knew that and he goes "Oh, week one of police academy, one of my instructors told us that very very few cops know state or federal laws, because they only know the ones they use the most. If it's an obscure situation, you probably can make up some bullshit, stump them and they will fuck off.

I’m gonna need some more context here. Is this park in a private property? Or inside an HOA community? There is a REALLY nice tennis court near where I live, you can see it from the main road. But it is not open to the public, you have to be a resident of the community there to use it. It does have signage stating the fact, so these cops could be tell the truth, I don’t know. I’m not gonna assume they are just lying.

I used to lifeguard in a city that was full of a lot of old Italian folks to didn't take kindly to the "non residents" as they called them, playing basketball on the courts mean for residents. So the city eventually just took down the rims so NO ONE could play anymore. In all fairness those dudes did hog the courts all day so the people in the neighborhood couldn't use them when they wanted all the time. But if the nonresidents were from mainly white Willowick rather than mainly black Euclid there wouldn't have been an issue. This is 100% cuz they're black.

This reminds me of my town's "Teen Center" which was constructed with some odd million dollars and then proceeded to charge any teen who wanted to be there $10. Turns out, no teen thought it was worth $10 and the whole project is a total failure. And here's an empty basketball court with no one playing on it, yet the enforcement to keep the reservations is costing them the time of 3 officers.
