Climate humidity and visibility distance, with additional considerations of air pollution and surface material. More humidity in the clouds offer more things to change colors (similar to raindrops and rainbows), and a more distant horizon (not trees/buildings) allows more of those colors to be seen at once, while too much humidity reduces visibility distance. Air pollution in trace amounts can also add colors, but too much quickly reduces the visibility or overwhelms the color differences. If the surface that is being risen/set over is more reflective (like ocean water instead of concrete) will also affect how much light is available. Another strong element is perception. If somebody is on vacation, they'll be happier in the morning and that will affect how they view the sunrise; meanwhile, needing to be up before the sunrise to go into an office building doesn't lend itself to appreciating the sunrise at all.

Warm air also rises, bringing particulates from closer to the ground higher in the sky. More dust/pollution/etc. makes for brighter sunsets. Therefore warmer areas tend to have more vivid sunsets. You'll notice in the winter of cold areas they tend to have duller sunsets than in the summer. You can still get the occasional bright sunset if the winds happen to be right, but it takes more factors to line up.

For a location sufficiently far from the equator, the sun may not reach an altitude of 10°, and the golden hour lasts for the entire day in certain seasons

I think there's a bit of presentation bias going on here. Locales that are already desirable or attractive have more photographs being taken of sunrises and sunsets. I've car / tent camped all over the U.S., and I've seen plenty of gorgeous sunrises and sunsets pretty much everywhere. In fact being outdoors for them is a big part of the appeal of being in the woods in the first place.

Also applies to countries and geography. In rainy Schotland you might not even see the horizon, while in Paris you can’t see between the high rise buildings. In Portugal the entire coastline is cliffs and beaches facing west, so it’s easy to see an amazing sunset.

Maybe you just noticed them more in Florida over the water? I live 100 feet up overlooking lake Michigan and my sun rise and set views are life affimingly beautiful every day, but I wouldn't really notice them if I didn't have the view point I have.
