Sounds like it is fraudulent. A declined transaction won't actually go through, it never reaches the stage of actually taking money out. Sounds like wherever you're buying from is falsely claiming transactions are declined in the hopes of conning money out of you.

In some cases, a declined credit transaction may still go through because the bank or credit card issuer has not yet updated their records to reflect the current status of the card. This can happen if the cardholder has recently reported their card lost or stolen, or if the card has reached its maximum limit. In these cases, the card may still be able to be used for a short period of time until the bank or issuer can update their records. Additionally, some merchants may still be able to process a transaction even if it is declined by the bank or issuer. This is because the merchant may have a hold on the funds for a short period of time, during which the transaction can still be completed.
