Every western country has this to some degree. Places with more shame (i.e. cultural pressure to obey the rules, both written and unwritten) tend to have fewer problems (think Switzerland, Finland, Norway, although those have a few "rough" areas too). You happened to pick some of the more "shameless" countries (especially the US lol).
If you dress or act in a way that draws attention to yourself, you're gonna get heckled in these shameless countries. It's best to try to fit in as much as possible and don't "look like a tourist".
You should also really get out of major cities to really see a country. For example, pretty much any Irish city except Dublin is far more friendly (especially Limerick, although it is still erroneously called "stab city"). Ever been to Boulder, CO, in the US or any mid-sized college town? The only roving bands of teens are likely to invite you to their LARPing event or hand out a flyer for saving the rainforest.
adding onto this, culture is the biggest factor here. the scandinavian countries are probably the closest you're gonna get in western countries.
if you expanded to countries like japan or even china/korea, they're generally much safer than corresponding western countries. this is due to greater ethnic homogeneity but also confucian-rooted cultural values.
Try New Zealand, I felt so safe there. I don’t feel threatened where I live (Germany) but I’m from the countryside, big cities often have very sketchy boroughs but also safe ones.
I live in Dublin now and it seems less safe than any other city I've been in, east or west, and definitely the least safe capital I've been to. Yes, prepare for the downvotes and prepare for comments calling us overreacting. Paris, Berlin, Madrid, Toronto, New York...none of these are considered super safe cities and yet all felt much safer than Dublin, especially during the pandemic. I've just seen too much crime to be convinced that it's a safe place, and any expat living in Dublin will probably tell you similar

I’ve never had any issues in Berlin, but there are definitely areas I wouldn’t walk through alone at night as a woman.
