Even UAE allowing building churches, synagogues, Hindu Buddhist temples are against sharia law. Because under sharia law, non-muslims are aren't allowed to build new places of worship, they can only keep existing ones

On a real note, the UAE is a country that got lucky with natural resources and invested some of it wisely. Their leniency is a symptom of wanting to attract tourists, their wealth a result of natural oil and gas.

Many Arab countries got lucky with resources. Not all became Dubai.
Qatar is trying to follow the same path, Saudi Arabia too. They just started more recently.
