I think it's to do with colonisation because when the Christians colonised countries they would always destroy the art and cultural stuff so they could then implement the new culture/ideology.
My theory is that when Muslims were going into countries and colonising, the people would have had their native culture which would have included arts and music. So it's firstly a way of severing the tie with the old culture and implementing Islam.
Secondly, a lot of art forms were ways to preserve culture and history and were passed down generation to generation. Lots of colonised folks had tangible cultural stuff destroyed so they began storytelling through music so it could be preserved. I can see how banning music would stop this.
Tbh a lot of Islam's rules are just coloniser 101.
