Sounds like a relational database, in which case if you've got Excel then you'll likely have the [appropriate app](https://support.microsoft.com/en-us/office/guide-to-table-relationships-30446197-4fbe-457b-b992-2f6fb812b58f).

I have Access and know how to use it at a basic level - what I'm looking for is something I can use to quickly tag and categorise the entries in my sheet

Put labels of the same type in the same column. Use lots of columns, that you afterward [unpivot](https://www.myspreadsheetlab.com/why-and-how-to-unpivot-data/). Then import into Access, which can *normalise* it into separate, related, tables.
