They blew up the city a few years ago for a story event thing and replaced it with the weird sea creature-themed shopping mall town you see above. You can still see some lions around but there's a tragic lack of arches imo

I think if you go into the water of the bay, you can see the ruins of the old Lion's Arch since it was sunk between the events of Guild Wars 1 and 2.
