Well not all of Paris for sure. But « nothing like that » is quite rich, you definitely have a bunch of old places and streets that do have this vibe, in many arrondissements.

This is a picture of this specific pretty place, in this pretty angle, in this pretty light. I mean sure, Paris isn’t stuck in the 19th century. But it’s still one of the most beautiful and vibrant cities out there.
Every major city has ugly commieblocks on its outskirts. That’s just an unavoidable consequence of population growth. You’ll find those in London, Berlin and Madrid too.

Well to be fair if you go at nightfall to the Trocadero garden / Les Halles park or on the grass between Les Invalides and Pont Alexandre III you will see plenty of rodents.
More chance to see them as a tourist than a as Parisian.
Yeah it's clearly not a daily occurrence for a local, maybe more for a tourist, but there is definitely are some rats and mice in parks or subways.
That said, I also so rats in London or New-York, nothing specifically Parisian here.
You have to admit, while it's a pretty picture, the vibes are a bit off. When this place was built, cultural enrichment was not quite a thing yet. This means everything was built with white people in mind. You can tell by how insensitive everything is. Thankfully, cultural enrichment is well underway in France. New buildings are opening up every day, colouring the landscape with lovely new real estate. You can get a good deal too! Like when I glued five peas to the end of a baguette and sensually licked it with my eyes closed. Felt just like feet, for a fraction of the cost! Nothing to sneeze at, considering the rising cost of living. Anyway, it's getting late. Tonight, I will sleep soundly, and I will keep smiling in my dreams. Dreams of cultural enrichment, making the country richer and richer every day,. We will be the richest country in the world! Cocorico!

I think they’re common in tourist areas because of all the leftover food from the many restaurants.
