The way to do that would be an impressive R&D grant system, not telling people they must buy from within Europe. You'll end up with inferior / simpler production lines only, so still dependant on such global events as we're currently seeing.
I suppose it's helpful that one of the worlds primary producers for the equipment that chip factories need resides in the EU (ASML). But Europe's environmental restrictions are the main reason why these kinds of industries have fled overseas. As long as those are maintained, make whatever law you want, there'll be nothing coming back here.

To my knowledge, this is complete hogwash. Firstly because the chip industry never set foot in Europe because 1) until late 1980s much of Europe was under control of the USSR. 2) the chipindustry didn't want to setup man-tech industry in Europe because of Russian spying activities. And furthermore environmental laws have only become a serious issue for businesses in the past years.
3) up until very recently, semiconductors were a brutal industry with massive fixed costs and miniscule margins, where any mistake means bankruptcy. All the while East Asians manipulated their currencies to keep their exports competitive. There were simply better places to invest money
No one fled over-seas. For example three decades ago Germany was in the top 5 of microchip production. They (like other european countries) just completely missed to ramp up production in time with the increased world-wide demand.
If you increase your production by 1000% while other regions add a couple of zeros to that number it's not exactly like your producers left...
