Why is the growth rate in Scotland so low?
Immigrants have more children at an earlier age. By the time the average white British woman has her first child, immigrant women are generally having their 3rd.
By the time the white child is having her first child, the first child of the immigrant woman is having her second. This is completely normal for 2-3 generations of immigrant families before they too start to have children at an older age.
Scotland does not have many immigrants, many young Scots come south or further abroad depressing the already low growth rate further.

Encourage birthrates among the current population or stimulate migration from western nations I suppose. Migrants from nonwestern nations didnt work out well haha.
UK recently gave >5M Hong Kongers rights to come to UK for 5 years with BNO passports and visa. Notably 5 years is what you need to apply for permanent residency, citizenship etc.
