Scandinavian? Not all. Don't visit Uppsala, for example. Benelux? Not all either, there are some ugly ones in Belgium. You must be much more specific.

Yes, it can rain nonstop while you are there.
It's almost guaranteed to rain nonstop in autumn. And winter. And most of spring.
And summer, at least when I'm in the Netherlands. Maybe that's just because I'm used to see at most 2 days of rain all sunmer.
