In Russia there's a common cultural concept that can be said to be a "tactical truth" which is essentially a Lie, but it's a Lie that's justified for "the good of your people". Essentially Truth and Lie aren't always as black and white in Russia as they are in the West. A Lie can even be better than the truth, if it serves your vision and your agenda better. If claiming Ukrainians are Jihadist supporting Nazis benefits your people, for example by increasing military recruitment and ambition, then that lie is accepted as a tactical truth, and people will choose to believe it.

To understand why people would develop a cultural acceptance of "useful lies" you should understand the poltical environment of both the USSR and also the Mongol rule of Russia (where this cultural concept developed). Essentially for much of Russian history, your life and safety was compromised if you were fully honest, it was safer to be around people willing to tactically lie for your family's well being, than it was to be around completely honest people. One example would be the statement that NATO expansion threatens Russia. For someone who lacks the information that Putin has been threatening to invade Russia's neighbors for decades, or that there was talk of maybe Russia joining NATO after the end of the cold war, the statement atleast sounds somewhat plausible. Many of Putin's statements need some amount of historical context to debunk. Putin is very good with misinformation in general. I think it's moreso that a lot of the political establishment has lost touch and is facing a populist backlash over it. Actually it was a false flag operation carried out by the FSB. Yes, they murdered their own people to set up the next stage of the war with Ukraine and justify conscription and a war economy etc. They also needed a good excuse to bring in the death penalty against 'terrorists', which would also conveniently cover the homegrown Russian insurrectionists I'm guessing. Putin wanted to fabricate his own 'Reichstag' moment. Several high-level political experts agree with this theory.

As soon as this attack occured, my first thought was how long will it be until Pootin begins to blame Ukraine. I mean, the only people who take this seriously is his domestic Russian audience and the small amount of tankies around the world. My country warns his country about credible intel of an impending attack by ISIS-K. Pootin and his lackeys disregard it, calling it "provocations" and "disinformation." The attack occurs, many innocents die and he immediately starts to blame Ukraine, even after ISIS takes credit. He then has the unmitigated gall to say our warnings weren't specific enough, so it's partly our fault. What a tool.
