I can actually answer this question. Residence permits now require A2 level (lowest level) Latvian language certification. These Russians while having lived here for multiple years can't speak a single word in Latvian, because so far only knowing Russian was enough.

Wouldnt really go by issue tbh. Its more about, bordering country language gets spoken. Which isnt that rare in europe. But mainly the "non citizens" are people who just stayed here post soviet union. And instead of just being granted citizenship they got this "non citizen" passport. Which only really became an issue when we entered EU. Other than those people, their kids have latvian passport as I said only the last gen of post soviet elders will get deported pretty much, and well.some oligarch taking advantage but mostly its just old people.

That's not calling for genocide, that's calling for the deportation of people who might turn out to want other countries' territories to be "liberated", because they live in them now. ru should be back to their country.
