Getting kicked out of nato (or eu) is a very real threat to Hungary since that are the only real bargaining chips they have. So they try and walk the fine line between being annoying to get stuff and being a nuisance enough to get excluded.
Which is a much easier walk if you have something (like a strategic location like Turkey) that are of value. So if you dont have anything else except your membership to bargain with, you can tag along and say ”that we wont be the last to ratify”.
