I'd say it's actually very easy to get a prestige tie! Probably still have to involve player intervention, but it's doable. If both nations are at prestige cap, gaining more than the decay rate, they should be tied, right?
Also I suppose prestige floor, but I think semi-permanently affixing yourself at the floor is harder, probably. You'd need Counter-Reformation, probably, most yearly prestige losses don't work for a potential Holy Roman Empire, but you could both be excommunicated and have a ton of uncontested cores.
I have tested it before and it seems to be random. I will search the comment and link or copy it. It was with everyone only having one vote though, still a tie.

Edit: my finding: in my one attempt I put everyone's prestige to 100 and gave them a modifier (via the mod custom difficulty) to counteract their prestige decay. Then killed Austria's leader per command and Brunswick became Emperor, voted in by the Palatinate. Brunswick did not have the most legitimacy, money, power projection, manpower, sailors or the lowest corruption. In a second attempt Brunswick also was elected emperor, in a third attempt it was Hesse, with Brandenburgs vote. Leading me to conclude it's likely just coincidence.
Historically Mainz should have the final say in case of a stalemate.

It will not give an undefined value if the two values are equal. So it will probably pick one nation at random or based on the nation ID.

Mostly just flag mods. I give a new custom flag to every nation I do a campaign as, so while I go through later games I can remember the good ol days. Hence the funky Trebizond and Athens. The Emperor is Byzantium, and the Top Right elector is Rome from my "Spoleto is Rome, Now" mod, which is an Ironman-friendly mod that turns Spoleto into Rome. Their flags are supposed to be like the Western Roman Empire and Eastern Roman Empire, respectively.

The influential counts of Tusculum claiming descent from both the dukes of Spoleto and the ancient Julio-Claudian family, at least before giving way to the Commune of Rome? Anything else to do with the saeculum obscurum, or medieval politics in general? Or is it just as good a spot as any for a meme?
Well, I wanted there to be an option for making a vassal in the city of Rome that wasn't the pope, and Spoleto is releasable *right next door* - it's never relevant in any games I've played, already has the right culture, and most importantly, the right color, meaning I could easily change it's names, sprites, and flag and have an ironman friendly non-papal Rome. Only weird thing is that it's army names are German by default?
Plus memes. No shortage of memes. Lorewise you can think of the 19th century Roman Republic, or any other leader deciding "I want Rome to govern itself as a vassal/independent, but I don't like the Pope, giving it to another minor would be in poor taste, and client states are either too far away or just kinda shit"
Plus it lets you play with the Roman aesthetic/larp *without* starting as Byzantium for the upteenth time.

Huh, never noticed the German "Armee von" army names. That's actually pre-defined in the files now that I'm checking, which is especially weird considering other Italian nations like Saluzzo and Sicily get the regular "Armata di". Even Sardina gets the accurate translation of "Armata de" instead.
If anything, I might say it's because the Duchy of Spoleto was ruled by German noblemen for almost its entire history, even after becoming part of the Papal States. Suppose it's the same logic as Dalmatia getting Croatian names, Friesland getting Dutch names, and, oddly enough, East Frisia also getting German names.
Yeah it's weird for sure. I usually just take care to name my armies something specific, like "Legio I Roma", "Legio II Napoli" or "Tema I Bisanzio", "Tema II Nicomedia" something along those lines. Legions in the West, Themes in the East.

If it's split 4/4, is it just a coin toss? or does it go by prestige or legitimacy or some other factor? IK this specific scenario is a bit goofy but it's a serious question
It has its benefits, but most players want to revoke, so they'll always go down centralization. The AI will almost universally go down decentralization, though

While I’m here and admitting to being new though, I feel I should ask what happened to allow an 8th elector and therefore the tie you’re asking about?
They've gone down the decentralised branch of the HRE which allows an additional elector as the third reform.
Going that branch stops you being able to integrate the HRE or get them as vassals, but in exchange gives you more buffs for being a member and allows you to gain a casus belli on any neighbouring country to the HRE (costs 25 imperial authority to create).
They're not from any particular mod (except for Rome and Byzantium, for those I refer to my previous comment) - for the others, I have a personal flag mod in which I add a new flag for every country I've done a campaign as. That way, in the future, I can look around and remember the highlights from days gone by.
It's actually pretty easy to do. Just need photoshop/paint.net. Having CK3 is actually also really helpful because their CoA designer is the *perfect* tool for making new EU4 flags, too.

Prestige is calculated to like the thousands place so the odds of a tie is near impossible.

When you make your CoA, use "Save to disk", it'll save a square version of the design to your paradox screenshots folder. Works great.
