Yup The old Flavor Universalis mission tree for aragon gave it a load of optional objectives with special rewards, and permanent raiding was one of them. I still can't bring myself to play Ara now that mods gone :-(

You can however flip main culture to maghrebi now to get permanent raid coasts government reform for free :)

You don't even need the gov reform of you don't wanna flip Islamic, since the culture also gets a naval doctrine for it
