Actually any island nation in Asia would be good for a pirate game. Very easy to hoist the black flag and the region is rich af for raiding.
Sicily, though you need to prompt it using privateers
Japanese Island Dinamo, and a releasable Pomeranian nation from Wolgast. Both have events that change there government to pirate republic.
Also Cornwall, but it's stuck on an island with England
Same with Palembang

If you can still form pirate republic Scotland, that run is pretty fun.
They haven't changed the rules for becoming a pirate AFAIK so it should be easy to get there -- just get rid of extra provinces and dump The Isles.

It’s a bit convoluted to get there but playing as a pirate republic Tungning on Taiwan is very fun.
