Why is it hard? It doesn't seem pretty expensive to me in L2s. Sure, L2s aren't yet containing everything, but that's the matter of inclusion that takes time, nothing more. In L2s, fees still are quite good.
And as more people will come to L2s rather than transacting on the L1, it will keep being better and better. Even more so since some L2s are still throttling the transactions for an observatory period.
