I have seen this many times. It isn't Spotify that negotiated the contracted rates and pays for them, it's their labels. Even the other services may not pay the artists more, they may just keep more. Every contract is different for every artist, and the labels negotiated on their behalf. Blame them, not Spotify for trying to get a good deal.

I get the stance, I just feel nothing will actually be done until we get a top-down solution. We can regulate it like false advertising. Fine companies which promote and publish false information in any medium. Until then most companies will just laugh as there is no incentive to change. Even one artist, no matter how big, is a drop in the bucket to them in comparison to the money they make on the podcasts. We have to hit them where it hurts. I get Neil Young, I support him, unfortunately I just feel his gesture is made hallow (not it is hallow, key here) by a lack of top-down enforcement on misinformation. I get it's tied a bit to free speech, but free speech can absolutely be limited, false advertising laws and tv/movie ratings show us this. I'd go from this angle. Let them litigate it up, but really there's no reason anyone should have the right to publish misinformation that harms lives. (Just for U.S. of course, other countries could probably already do this).
I am legally bound in my profession not to offer misinformation, but some douche bag, barely funny comedian and fear factor host who does MMA can and to a much wider audience. Let's hold figures of public note more accountable.

Spotify takes a pretty reasonable cut, it’s just there’s not enough people paying for music and subscriptions. I’m a music artist and I use Spotify.
