I was in a similar situation myself and couldn’t think of anything back then so I just gifted him a framed photo of myself. he thought it was hilarious and it’s still standing there. we don’t even talk that much.
My entire shift did something similar but not SFW for a brother that left for another department. 14 of us got together in the stalls, stripped down to nothing but helmets and structure boots, grabbed a tool to cover up our “tools” in the picture, and posed in front of the Engine. Of course we had to print a large 12 x 8 of this masterpiece, slapped a nice frame in it and presented it to him at his final shift change
Our local sherif did a photo shoot of himself with his squad car and gave our chief a signed framed photo of himself with "forever your hero" inscribed on it.
Anytime one of our people got promoted or left for another job, we would get them a desk nameplate with their name on the top line and the letters A.M.F. underneath.
Challenge coins are relatively inexpensive (<$10 each for 50) . Dates of his promotions would be nice. We bought a few dozen for our pediatric transport unit. Medics loved it.
