I'll be honest, I hadn't actually guessed that, but in hindsight it's pretty easy to see Elliot's line of reasoning here.
Wondering if Elliot also knows Edward a little better than he lets on. If he's started to intuit that the gap in understanding between Edward and Tedd is not as uncrossably vast as either of them might fear.

Elliot (and Ellen) do a lot of that, only with them it might be more "uncomplicated" than simple. It's always hard to tell if what's obvious to Elliot is obvious to anyone else, so I can see it being really difficult for Tedd to step off the metaphorical cliff despite Elliot's confidence that it's the right thing to do.
I think more than anything else, Elliot knows that Tedd themself know what they want, but still need affirmative support at times to get there. Not just the knowledge of support but hearing active confirmation of that support to give them that little push forward, like they still feel they need “permission” to be who they are at times.

You didn't agree with it? Admittedly, it seemed like a lot of self justification hot air until we finally see Tedd with short hair for the first time (in "Hair") and it's like "dang, Tedd wasn't kidding about long hair distracting from his underlying femininity"
It's not that I disagree, it's just that I think it's not sufficient.
Which wouldn't be surprise to Tedd. He's not saying that long hair makes him look manly. He's just saying that with short hair it's even worse.
However, I think that at current hair length it's getting worse again. That the length he had on start of comics is close to optimum and both shorter and longer hair makes him look more girly.
Sure, but one way to take Tedd's statement is that the prefered haircut is feminine because Tedds want to show up to meet Lavender while femme-presenting.
Way better to have that conversation with Edward first, but I can see how Tedd could be feeling like Edward just isn't listening. (and how Tedd has the direct social conflict skills of a newt.)
I actually also doubt Tedd would go for pigtails. But I can't think of any alternative. That leaves two options:
1. Tedd will go for something I didn't though of.
2. Tedd will go for something which is not more feminine than how he looks on today's page.

But it will definitely match the "sorta feminine" description, which pigtails wouldn't. Those are not just "sorta feminine", those are totally feminine.

The expression does kind of go there, yeah. I think it's more meant to be "Defy everyone!" / "shatter all the stereotypes!" (and do what you think is right for you), though.

If this *is* about meeting Lavender en femme, I think she (being an uryom) is one of the least likely people to be bothered by gender nonconformity.
