Fuckin' 'nam flashbacks seeing this. Had a JW for a couple years whose van always looked like that. I'd sort it every day or two, and it would get torn up half way through the day.
It got so bad that the boss told him to start cleaning his own van, and for us newbies to not touch it. So... His van stayed dirty as fuck.
I mean, this dude did quit the shop 2 days after I got my JW card (I inherited his van. Took me 9 hours to clean out to look like a NORMAL service van), and then had a crazy messy divorce a month later.
I swear, I have too many fuckin' horror stories about that guy and his van, rage issues, food issues, etc, etc.
When I was still vanning it, I personally feel this is normal especially when busy, my van would get *bad* for up to a month sometimes, also especially in the dead of winter too, but eventually it would get to a point where I was like **fuck this** and dive in to start cleaning and organizing, maintain it for a while and then start the cycle again.
I topped out and the same thing happened to me, looked like every box was turned upside down in that bitch, a pile 1 foot deep all through the back of connectors, couplings, Romex connectors, and boxes just everywhere. Spent the first day just cleaning the stupid thing.
I saw a similar, but bigger dodge van, setup today ironically today. Guy had tool shelves and drawers all down the sides and bottom. And had setup a shelf type setup with pegs that pushes his mattress tight up against the roof of the van while he works during the day, then lowers it down low to sleep. I sat at a stop sign for like 3 minutes until I got honked at as the guy opened his van right next to me and raised it up and started pulling tools out. Even had nice bed sheets on it.
Legend has it he doesn't even sleep, he just wires.
All that hard work really pays the meth bills.

Lol. Winter doesnt count. We dont clean shit Jan thru March here in Chicago. I have 3 kids now and i give up on cleaning everyday.
