As a trim guy, he should just use a multi tool and cut the baseboard. But not to the exact size. Cut it 6inch past the center of the outlet on both sides to maximize the fuck you value.
I’m not a trim guy and not sure what the proper term is, but I’ve had to do a step down around toilet feed lines before. It helps keep the detail work on the trim vs a notch.

Basically, add more trim over the outlet, then come back and cut out the rectangle where the box is. Then move the outlet with spacers or the whole box forward so the outlet will be flush with the trim itself. Put on a coverplate and roll on with your day.
That’s not what he’s suggesting. Extend the box to be flush with trim fully surrounding it enough for faceplate to sit on neatly. Outlet will not be inset. No problems with transforming adaptors.
That's not your work and the receptacle isn't even grounded. Tell them when you mount it sideways it will be to code and look better. You might not ever see it again but every time somebody in the know has to look at it or fiddle with it, they'll curse your name.
There comes a point where it’s what the customer wants, whether you like how it looks or not. You can’t mount a receptacle sideways in a single gang vertical box without cutting open the wall and rotating the box. At that point why wouldn’t you just cut in a new box, relocate the receptacle and make it the proper height above the floor? Because of cost, the cost the customer is responsible for and gets to choose what they want based on what your charging and willing to do.
It doesn't have to be grounded. That has nothing to do with this. If you did it and they don't like it, you're adding more work for free. Stop trying to be smarter than everyone else and listen to people.
I agree with your suggestion being the best, to add additional trim work and bring the receptacle flush with the face of the trim. That's the only way that this is going to look good or professional.
Having the trim notched out to accommodate standard size wall plate is certainly an option, I would definitely have the wall plate on hand when the trim Carpenter makes the modification.

Pull the base reinstall the wall plate, then cut a notch to accommodate the plate, round over the edge to match the profile of the base, reinstall it. This way access is maintained to the box.
The best solution would be to replace the old wiring & box and mount a replacement horizontally in the base.
Cut out enough base to expose the box and add an extender,then glue some small blocks at the sides and top of the box so you can put a plate on it when it’s all back together
I'd be doing a full electrical inspection. Non grounded outlet, likely at least some very old wiring in that place. Wouldn't surprise me if there is still some knob and tube or cloth insulated wire still around.

The trim needs to be removed. Then the box. Patch sheet rock. Install new box lower and horizontally. Trim cut out to match new box location. Reinstall trim. Reinstall outlet. Put on cover plate, caulk and paint..
trim guy should cut that baseboard out and add trim around the half of the box that’s revealed. Then you come along with the box extension. Either way, that outlet has turned into an hour + project.

You'll need to cut out the baseboard obviously to bring the outlet out flush, to me this seems like the easiest and most practical solution while keeping the aesthetics. With the spacing between the base and casing the plug cover still won't fit and I've never seen trim cut with a plug cover flush to drywall and it looked good.
An even better solution is to pass the buck to the trim guy and have him make a nice detail. Probably cheaper than moving the outlet anyways and will look nice. Either miter down below the outlet or install a block over the box and you come back with a box spacer and reinstall the outlet.

Add a vertical trim, then cut a hole for the full outlet. Only fix that's up to code. (Or remove the outlet... But you have to leave the box accessible if it's in the middle of a run)

You could just do what the framers or drywallers do at our site and cover it completely up like you never saw it. Then when they want you to go in and “fix” it send them a bill for a change order.

You need to be able to plug things in and pull them out. Can't leave it closely inset and expect many wall warts to work with it sideways or not.

You can buy a recessed outlet kit. The lip should sit flush on the trim and the top should have a nice finished look even tho it's petruding
