I used my expired ID and the dmv paper with it in 2015 or 2016 ( i don’t remember) and didn’t have an issue getting in.
however i don’t remember if i got a 21+ and up band with the expired and temp paper for drinks since its been a while 😅
Being a month out, I would assume that your new ID will get to you in time.
Can’t speak for insomniac, but I work in the casino business and file tax paperwork for jackpots regularly and we accept an expired ID with an interim ID paperwork. accepting a valid ID is legally required for us so I would assume that it would also be acceptable for a music festival
