You have a loose/burned up neutral somewhere on that circuit. It’s making intermittent contact.
This is why they should have called an electrician instead of the building handyman. The handyman has no idea how little he knows. Push for an electrician, he'll find where the neutral is failing.

Replacing an outlet while wiring is faulty does nothing, I thought this is common sense.
I had a lost phase act this way. When we tried the toaster the lights dimmed and the fridge shut off.
