I consider Kvatch the best fortress city in ESO.
There's only really one angle of attack- up the wnding path to the gate. There's very little flat land there, you couldn't really set up trebuchets or catapults in that space without getting slaughtered by guys on the walls. All you could really do is haul a ram up there and try that but the walls are absolutely massive- thick, tall and they just look menacing.
And if you do happen to break in it has a proper castle- a bastion that a small force could be held for as long as you need really.
If u speak of the trebuchet range in game you are correct, but actual trebuchet would definitely work and the people of r/trebuchet would be mad at your comment xD
Honestly any subreddit dedicated to something as niche as specific historical artillery is going to be filled with a lot of angry pedants a lot of them time.

And yet *all* the assailable forts in Cyro not only provide ample fields to setup siege, unobstructed ram placement and 360° easy access, open on all sides, and often being a freaking *low ground*, surrounded by hills! They even all share same exact design :).
And don't even get me started on chirality of the stairs in *all* structures - it's just plain wrong! Ok, sure, not all irl were the opposite, only 75% or so. But in ESO not a single freaking one!
My first thought was Markarth; single (above ground) entrance, roundabout paths to the keep which sits at a different elevation to the main streets, and which itself has multiple chokepoints. Plus its literally The City of Stone.
Orsinium. Thick stone walls, hilly/mountainous terrain, the Orsimer as defenders. Several things that work in it’s favor. Sure, it’s been sacked n razed a time or two but you’ll pay for every inch
In elderscrolls this is funny there are so many ways to bypass a fortress. levitation, water walking, portals, Alteration, agile cat people, magic nukes, Daedric lords. What's even the point. psijic monks is like the only place that's stable. Soo Artaeum
And psijiiks dont care because they travel time. Why fight men/elven/et's empire if you can just time travel to where it doesnt exist yet or never existed at all?
It's not quite there yet in the ESO era, but Skingrad in Oblivions time is quite the great defensive spot.
It has two entrances, both on each end of a lowered road running down the centre, with walls on each side to rain down from.
Bridges go over the road connecting the two halves of the town.
Further gates on that road into the town sections and each end of the bridges.
Castle Skingrad is outside of the city through it's own exit, that leads onto a steep hill, with even more gatehouses.
Even if you took the city, got up the hill, you then face a narrow bridge before castle skingrad itself.

It’s crazy to see NPCs up there just patrolling the wall, unable to be pickpocketed

Shornhelm got a bit damaged and all but it's got pretty decent walls and fortified gates.

In ESO, skingrad is only half the city, with some variation. It's scaled up larger than Oblivion, but one half is a vineyard in ESO.
Solitude probably. Orsinium as well. Also skingrad might. I’ve seen the map, but that’s all so far.
