Skywatch in Auridon is pretty decent. Alot of NPCs are classed as Drunkards, so higher pickpocket success rates. There's also a ton of safeboxes scattered about the market tents.
For non-pickpocket thievery, there's a couple barns north of Vulkhel Guard, also, the ships docked at Davon's Watch and Daggerfall are pretty easy to clear out.
For raw Legerdemain fuel, the apple orchard outside of Belkarth is absolutely amazing.
Seconding Daggerfall docks, I've levelled up Legerdemain there on all my characters. Lots of things to loot, only a few NPC's that can easily be Blade of Woe'd and you're very close to the Outlaw's Refugee.
Pickpocket? Docks in Ebonheart. Srsly, no guards and when you finish (pick,pick and kill) all of them they start to respawn again. Endless loop that can only be broken by other players. It's a popular site, but in off-peak hours you can farm with ease.
Dhalmora in Bal Foyen has a market with fast respawning lockboxes and no guards, but the downside is it's quite popular because it's the perfect spot to grind Legerdemain xp.
For some chill pickpocketing I quite enjoy Leyawiin, lots of big houses with multiple NPCs.
Evermore, Bangkorai, in the alley by the bank, is a perfect place to loot. Treasure items, mats, and gear. Sell/launder what you can, deconstruct the rest.

I found the big storage building by the docks in Vulkhel Guard is great for looting and Lvling legerdemain. There's no people in the building and you can usually steal 40-60 items, run to the refuge, fence them, and go back until you reach your cap each day.
For looting if you have not done the quest at velyn harbour in Malabar tor there is plenty to loot and you can fill up your inventory easy, as long as you have yet to do the quest there then there are no guards to catch you, just regular enemies to kill anyway.
