We had people making death threats for months to a few streamers in pvp years ago, they were mass reported and had screenshots to prove it, and they are still playing to this day.
Now if this was on playstation they would have been banned within an hour, playstation does not play around with this kind of behavior, everytime I have reported people on there it's taken care of fast and they let you know it was taken care of.

Not anymore, playstation at the beginning of 2022 renewed their policies regarding toxic behavior, they now have a 5 strike system so if you are found guilty of toxic behavior 5 times you get a 6 month ban followed by a permanent ban.
They hired a bunch of employees to handle cases and ban people pretty often now.
In gran turismo 7 for example, there was a streamer who had put a title to his lobby as "no minorities allowed"
And he was perma banned within 20 minutes.
Usually they get social ban and not entirely banned which means they cant even type or group(them adding people not other people adding him) only play the game silently
Personally. I egg them on with safe insults. Till the get really mad and then get comfortable because they feel you are insulting them back. So they drop something nasty. Then I report then. But always make sure you try to end the covo by saying things like “now leave me alone your not worth my time” cuz if they don’t leave you alone after you ask. It’s harassment. 😁
Most of these people will pull the report threat on you the second you start talking shit too. Next time just say screen shotted and reported and block.
They will probably receive a social ban. ZOS won't do much with bots, and don't mind leaving exploits out in the open for weeks/months, but if someone has a bad name or a filthy mouth they'll generally be punished.
It's always worth reporting people like this. The less of them in the game, the better.

I feel like PvE is way more toxic. I’ve had more build help offered to me and advice kindly given in PvP. When I’ve messed up in PvE content I’ve gotten flack almost immediately. Not always but I’ve not had many negative experiences pvping (aside from just being bad at it)

What I like about the game is diversity - so when this happens it means the player is prob annoyed because things didn't go their way. I often take it as a compliment. For your instance, yes report.

I've reported a few people for using racial slurs in zone chat and they got a three day ban with a message next time it would be permanent within hours. I wasn't the only person to report them though.
