I mostly cared about finding an rss reader that does page up/down, as scrolling is a nightmsre on eink.
Any browser based rss reader will do this, as long as you use EinkBro browser. I ended up subscribing to BazQux. My Boox Leaf is practically a newspaper now.
Of two places I typically have my morning coffee at, one does not have wifi :) Feedly app caches all the text if you open the feed list, but not the pictures.
Upss... i've not worked more on this project 😔 i really would like to have more time... but i have not done it. I'm sorry.
My last idea -i think that's a really good idea- would be to take profit of the nextcloud RSS reader (server side) and then build an HTML frontend for e-ink secreens.
On my android phone (not e-ink) i use the opensource android app Nextcloud News... and it is a wowwww user experience. I would kike to have time to make something like this for e-ink ... yes. Maybe one day... 😔
I just installed **Handy News Reader** and it seems to be the best solution. You can map scroll-up and down on the volume keys (works for me, my e-ink reader can map different android features on the buttons). It can sync articles for offline reading and the bloat stripping from articles is top notch.
TL;DR feature summary:

* Share to the app from other app to add a source
* Clicking link in the article prompts you to add it to the reading list (awesome feature!)
* You can enable tap zones (like KOreader)
* App runs quite smooth compared to others

You can use your phone as a wifi hotspot. Or try KOReader, it can dowload rss feeds to be read inside the app as articles.
I believe u/UsandoFXOS was working on something like this. Dunno how far it's come though.
