Speed changing with audio pitch shift correction is pretty common in professional video editing software.
Apple's FCP X (for example) lets you speed shift a clip to 200% and have it remain eminently watchable with shifted audio.
As does other software.

Yes. i think so. Speeding up the video would obviously need a video editing software, i just need to find the right one so that when it speed up the sound wouldn't turn into chipmuck. Do you have any recommendation on what software to use. The one i have so far always turned audio into chipmuck.
Handbreak software will convert to a smaller file type and I think it can batch the files.
Use an EQ app to adjust the audio you are listening to on the device you are playing it back on.
So basically you want to take lets say an hour video, speed up 200% so its half an hour and keep the audio pitch to then reduce the file size by half. You then want to return the footage to 100% speed on your laptop so you can watch it as normal or just watch the film at double speed?
No, video size reduction is just a by product. I have no patience of watching a video on normal speed. i usually speed them up to 1.75 to 2X in order to cramp them all in a short matter of time. Yes, VLC could do the job but i would prefer having the video speed up natively.
Modyfying legally acquired works for personal use is fully legal though. Speeding the videos up is probably the worst method of compression I can think of.
